It doesn't look like Jack has a legitimate romance option in ME3. You can still get the achievement or whatever, but, to be frank, there isn't a communion scene if you will.

So then is it possible to get the Jack kiss cutscene as well as do a full romance with Liara or Ashley?

Yeah I've actually been thinking the same thing I romanced Jack in ME2 and in ME3 on the Citadel I talked yo her. I did get a trophy but it didn't show a love scene. Then Jack said "we'e not exclusive" now I'm trying to romance someone else but I'm not sure if it'll let me. I'll try Ashley but when eve I talk to her it doesn't give me options of what to say just responses from her...
