I suspect it gets bugged because of the black screen crash when trying to go to the holding pens; but regardless the quest can become bugged out and impossible to complete.

I was able to do all the way up to where you enter the override code (on the presidium embassies - but that's as far as I could get (the terminal never lights up on the holding pens first terminal (even tho it shows on the map) so can't use it - and thus, can't complete the quest...)

You people are lucky. I couldn't activate the first Terminal due to this bug.

So instead of sitting around waiting until sometime in April for a fix, I advanced in the game. I can no longer get the War Asset reward.

Yeah I can't even use the first Terminal. I read on another forum that it happens if you leave the citadel before finishing the quest, which is something I did do, so..

C'mon Bioware, patch er up

 I had the same bug, when I look at the Journal, it's greyed out as if it's completed...

I got the same problem with this quest as well, the first terminal dosnt work and i noticed some people are having other issues with some of these citidal side quests. PLZ FIX BIOWARE

same bug, after first terminal, i can't click to second terminal

lucky you, i can't even get to the holding pens any more...and i've got the blue sun quest on going which can't be finished without access~_~

On my second play through, I made sure that I went to all the Citadel floors before I took that quest.

Sure enough I was able to complete the Hanar Diplomat quest. If you are doing this, make sure you visit the floors before taking the quest (ie: the Refugee camp, the bar, the commons)

I had the same problem, except it was always the second terminal which would never show up. I wanted to do it before I went to Sur'Kesh just in case I lost it but thankfully it was still there, from then on it was fine.

Yep, I'm having this issue too. Sadly, I didn't know you were supposed to do the mission right away; I thought it was meant to be done later on in the game (the mission log details are SO VAGUE).

I also cant use the terminal for some reason.
I could in another game tho.  

The Hanar diplomat mission is still in my log, cant finish it without terminal showing!
