Even if i choose not to auto-level up before importing a character, i only have 19 points left and it upgraded me automaticly with powers that i don't wanna use.

Anyone with the same problem?

I think you start with the same skills you had in ME2. At least that's how it was for me.
But you can reset your skill points on the Normandy in the med bay.
The first time it doesn't even cost you anything
