So I'm meandering about the citadel clicking on some medi-gel containers, doing what I assume is one of those quests you get by overhearing a conversation when suddenly I can talk to a doctor and Conrad Verner starts pointing out the Cerberus informant we had discussed.

Problem being, I hadn't talked to Conrad yet, nor seen him. According to the wiki and youtube, theres a whole fisrt half of the quest that I'm not getting. So I reload my save to when I showed up at the Holding Area, and he isn't in the spot that he is supposed to be to start the quest.

Is this a glitch or what?

Edit: Further context, this is right after Priority: Citadel, I tried going different areas and then back and even restarting the mission, he does not appear at the spot he is supposed to but I can still complete the quest.

Edit 2: Problem solved, wasn't a glitch, just managed to miss Conrad appearing after the quest starts, twice. D'oh

I must have missed him as well because I had the same problem. Where is he suppossed to appear and when for the beginning of the quest?

I had the exact same thing happen, I was like "where did he come from?"
