I know she's supposed to be in the housing area of the docks but I've run all around and I can't seem to find her. Does she only get there in act 2? I'm still in act 1 and I want to tell her to change her identity so she doesn't die!

She isn't there from the start. As long as you're on the Citadel, you can scroll through the area maps regardless of which area you're in and she's highlighted, so whenever you're on the Citadel, just keep looking at your map.

She's located at the docking/holding area, where u see all the wounded poeple. The level where you'll find Garrus

According to a Bioware dev, Kelly is only on the Citadel if you were friendly/flirty enough to have dinner with her in ME2. Otherwise, she never left Cerberus and you never see her.

shes in the refugee area on the citadel but you can only see her before the Cerberus attack. They kill her during the attack

Not in my playthrough. I told her to change her identity, that saved her.

My Kelly Chambers swallowed a cyanide capsule and then I felt bad, but she shouldn't have done what she did.
Anyways, she's in the refugee camp in the clinic area. Can't remember when she appears. I know you had to have dinner with her in ME2 for her to appear otherwise she's still with Cerberus according to, I think it was Chris Priestly. She'll also give you your missing fish!
