My Shepard got with Garrus in ME2, and since he was pretty damn good as a romantic character, I had her shoot down Liara so she could get with him again. And when he got on the ship, she gave him a kiss hello. Then... nothing. I kept expecting something to happen at some point, but absolutely nothing was said to indicate it would continue. Then Traynor wandered up to Shepard's room and I was like, well, if Garrus won't put out... my commander has needs, damn it. And of course, unlike, say, DA:O, that little fling locks you in with Traynor.
So where exactly are you able to lock in with Garrus? Samantha and Diana both come up to Shepard's cabin around the same time, as does James (for something else), but there's nothing from Garrus. Did I miss something? I tried to choose positive responses every time they spoke. It seems a little weird that Shepard would have to shoot people down just to make sure she stays with the one she's already said she likes, especially if he's not showing any sort of flirting or affection. That's kind of a wishing-for-what-may-not-be situation, and I just can't see that from her.

You get a cool date on the top of the Presidium where you shoot bottles and see who is a better shot. My Shep did it as a broguy hang out man time in the dude cave. That is where.

For my romance, I talked to him when he was at the refugee camp towards the beginning of the game. He says something along the lines of "The galaxy needs you, Shepard. I need you." kind of thing. Then I just checked on him often while on the Normandy and got some extra cut scenes talking to him as well as our date on the Citadel.

You will get a message from almost all the possible romance options if you have been flirting with them, these "dates" are when you lock your romance. Garrus invites you to the presidium, hoping to set a certain mood before the bottle shooting.
