According to the Art Book there was a plan to fight a monstrous version of the Illusive Man.

Much of the pre-release spoilers about Cerberus were highly disappointing.
I'm very glad they changed it to a 'Cerberus is a wild card playing with fire for a larger goal', rather than 'Cerberus is working for the Reapers for no clear reason.'
Still disappointed about the Illusive Man, but that ship burned long ago.

I'm kinda glad they did and sad they didn't. I was really hoping for a big boss battle near the end of the game that you solo'd as Shepard or something. It would have also been a nostalgic treat for those who played ME1 and experienced the bit at the end where Saren shoots himself and is resurrected.

I'm glad they didn't do the whole Illusive man brute route, it avoided me feeling this is just saren all over again and I can't just use my words to resolve a conflict, but still him shooting himself was just weak and I was really hoping to convince him beforehand to help instead of him always ignoring how I'm kicking his best soldiers butts and am infinitely better then that "assassin" of his

I dont like the art, but i was expecting an "assuming direct control" showdown of a TIM-Harbinger hybrid.
