Everyone says he's in the chantry next to that closet you get the key for problem is I can't talk to that guy, yet I have the quest. Is he bugged, or just mentally retarded because he's standing there with his hand stretched in front of him and his head tilted down, I think there is something very wrong with him.
EDIT: Well apparently I'm mentally retarded because I checked my inventory and it seems I've already given him a letter despite the fact that I do not remember doing so. Very strange but I've talked to so many people in this town I guess I forgot.
