Get her down to 1 health and then nothing hurts her so no way to kill her before she reaches me.

I've been having this problem, too. The bug didn't appear on my first playthrough, but I'm on my second now and even re-loading old saves doesn't seem to fix it. I hope I don't have to start the whole game again. :|

Apparently.. your guns are too powerful.
Don't try to get her to 10% hp, you want to hit the magical trigger cutscene zone of 80%.

use the pistol that they put in your hands to kill her.
She is the only bot immune to biotics, LOL.

Belhawk.. she's immune to all powers.. tech/biotic, even carnage. and if their using an upgraded pistol, or a real heavy pistol like say, the carni, it'll do too much damage and not trigger the eva-kill cut scene. You need less dakka.

wow, just ran into this problem as well, gonna have to restart the level, I don't wanna give up my paladin though so guess I'll carry an low dmg smg?

Yeah, same happened to me on a new game+. Bit of a bug considering, at least for that level you need to make sure you pick a weak gun otherwise she will kill you.

I had to switch to a smg, fairly buffed up i spose because my pistol was the scorpion ( think its the Asari one) that fires explosive rounds.
