Just like how fans of the ME series were trolled by the horrible ME3 endings?
Because seriously, unless I missed some dialogue, if the Catalyst controlled the reapers and was living in the Citadel the whole time, why was Sovereign required to reactivate the Citadel in ME1? I think he was trolled.
Was Sovereign being trolled?

Well, in interviews, BW staff have admitted they did not have a game plan laid out for the trilogy from the beginning, but rather wrote the story as the games came out. I think this was just an issue of sloppiness, to be honest.
