What happened to my all-human council?

I don't know whether to post this in the Technical forum or here, since apparently there are problems with importing games. Anyway, at the end of Mass Effect 1 one of my playthroughs chose to sacrifice the Council and replace it with an all-human council. This decision was reflected in Mass Effect 2 with some alien characters grumbling about humanity and the meeting with Anderson/Udina, so I know it imported successfully there. However, in Mass Effect 3 I have what looks like the original councilors. Is this a bug, or done for narrative convenience? The save import screen for the does reflect that I sacrificed the Council.

I can give a pass for having Udina as a/the human councilor no matter what, since Anderson clearly loathed the job in ME2, but the game not reflecting one of the major choices in ME1 is a little depressing, if it's not a bug. Has anyone had an all-human Council game in ME3?

I believe if you try to opt for the all-human council, the idea is shot down and new representatives from the Asari, Turians, and Salarians are elected to form a new council, with either Udina or Anderson leading them.

If the original councilors are in your game, it might be a bug with the import.

Because it wouldn't have made any sense.

Humans have been in the galaxy what? 30 years? Why the hell would the turians, asari, or salarians just roll over and let them start ordering them around?
