People seem to miss the whole point of "sex scenes" (some more than others)
It's not about 'jack off material' but rather what is expected of an RPG of this calibre, i.e tasteful nudity without unnecessary moral-fu**ing-police censoring...
Providing revealed abs, side-boobs or unclothed ass is not really *required* but it does display a level of maturity and commitment towards the fans. Compared to the ridiculous "OMG they are about to kiss lets black everything out to please censors scenes"
If there is anything I seriously hate, then it is apparent censoring.

They were willing to include Liara naked, but when Traynor uses Shepard's shower, she goes in wearing her underwear? What the hell?
Up to this point my mindset was, "If you don't want nudity or implied nudity in your game, that's fine, but then don't include a shower scene." Now I don't know what the hell they were thinking.

It's not, but in the USA, even with movies, if a man shows his genetalia, you go from R to X rated.
ME did the scene right...never showing enough to get a glimpe of full frontal nudity.
ME3 could have done the same...always never shooting the scene from the waist down...or always when the backside was facing the viewer, but they didn't do that, so leaving underwear on was the only workaround.
Just be glad you didn't have the "sex with clothing on" debacle as was done in ME2.

I know I'm spoiled because I romanced Liara, but the actual scene itself isn't the important part. If it is for you, I have this lovely thing I'd like to introduce you to. It's called the internet. It has all kinds of sex scene worthy stuff out there. You can Google for the rest.
But the way the romance with Liara evolved throughout ME3 was fantastic. From the time capsule to the little flirts and the deeply emotional parts after Thessia... It was just very tastefully done. The "sex scene" was emotional, not "sexy". Sure, it was kind of racy, but that was the least important part about it.
The fans of other romances should be upset, sure... but not over the lack of on-screen sex.

Bioware had to tone it down in ME2. I can't fault Bioware for wishing to do away with the pointless controversy and distraction. It's just the stupid media (and the people who keep tuning into and feeding those news).

I don't want to see anyone naked. Shirtless or underwear? Yeah. At least FemShep could've been in the Garrus romance...but I don't want to complain too much since most of the ME2 LIs were screwed over.
I am okay with the whole fading to back thing but it would've been nice if it showed them laying on the bed (or at least a gesture toward the bed) or cuddling or rolling around (like Ash apparently gets). This isn't asking for a lot and it certainly isn't porn.
And if they didn't show any of that, I would've at least been happy with a LONGER discussion before and/or after the romance/fade to black scene. Again, very simple and obviously not porn.
But again, Garrus didn't get the same treatment as Jacob, Thane, Miranda and Jack so I am happy about that.
