Was unable to find the item during the N7 mission where I'm supposed to find it, so I bought it from the Spectre requisition thing for a thousand credits. now I'm going back to the quest giver and nothing happens...
playing on Xbox, anybody got the same issue ?

are you sure you got the right quest giver? i dont think it will expire if its still active, i was able to finish it near the end as i missed the ciphers as well

Take a left turn when you come out of the office, he isn't in the marked area.
Also, I did exit and reenter the area.
It worked for me.

I've done everything everyone has said, I've changed floors multiple times, saved and loaded to see what happens, even left the whole Citadel and came back yet I'm still not even getting his name up on the map. What gives? I seem to be the only one still having trouble. :[ I bought it off the Spectre terminal as well. At this point I'm just giving up and proceeding with priority missions, these technicality bugs are driving me nuts.

You have to leave the embassies and go right back after. The same thing happened to me.
As far as I can tell the fetch quests do not have a time limit so that shouldn't be a problem.

Thank you, I tried it but no cigar. Hm... Even after doing a couple other missions, nothing has popped up on the map for the turian. I'm playing on PC, no one else for PC has had this problem? Specifically the Cipher mission? All others seem to be going fine. Are we all sure there isn't a time limit? If there was, it seems more likely that the mission would be unhighlighted from my menu, but it's still there. No idea what I'm doing wrong.

A couple of Citadel fetsh quests ARE timed (you have to do them before the coup), but it's really small number. All the other just need to be done before the ending.nevar00 wrote...

But yeah, there are tons of bugs with Citadel side quests. Hanar Diplomat bugged on me to the point even the terminals disappeared completly lol.... One of the Elcor quests doesn't give you War Assets, other quests have bugged/missing NavPoints etc etc

I'm going to assume I'm just dealin' with a bug then. Not that surprising, just wanted to check it. Guess I'll have to fix it up on my second run through! :3 Or third. Or however many times I end up playing this game. I missed a couple timed quests in the beginning anyways, so it's inevitable I'll have a second run through fairly soon after the first. Thanks.

Wow subjective text sucks. Far hall past the earth embassy and he is at a terminal jus chillin. It says he is in section four, which is wrong.

I know, I got the cipher from the Spectre terminal and then went to locate the guy- he is exactly in the same spot as where I left him (in front of that terminal down the hall) and he shows no action command whatsoever. I've tried numerous times to get him to react-- nothing. And even the option of him being somewhere else isn't plausible, I've ran around the entire Citadel more times than I can count making sure I didn't miss anything. I have done every possible thing anyone has recommended (even outside of this forum) and also on my own judgement. The fact no other player has come forth with the exact problem is why I figure something just went screwy. Shiiiiii- even if someone did have the same problem, prolly just something buggy. I'm sure it'll work next run through or with a patch. No worries.

I thought I had this problem too, but looking at the guide on this mission, it says: "You will not have a chance to actually get the needed ciphers until the 'N7 Communication Hub' mission later in the game." And the 'N7 Communication Hub' mission isn't available until after 'Priority: Horizon,' which I've definitely not reached yet. So maybe you did what I did. I thought I picked it up through the Spectre terminal, but it must have been for something else.

Nah, the mission is a little temperamental. I'm playing on the 360, though. I, too, had to go back and forth before I was finally able to interact with him again. But isn't there always like a "bypass" option for PC players? (*shrug*) There always seems to be some sort of command to help you guys get out of a mess/ glitchy situation.
