I've been stuck here for a while, unable to progress. I've tried reloading from earlier saves in the mission, I've tried having different squad members repair, I've tried using the AA gun on Cerberus and not touching it at all.
Every time, the result is the waves stop, one Cerberus airship hangs around, not dropping any more units, and I sit there, waiting for whichever squadmate to never finish making the repairs. I've sat around for 5 minutes or more waiting for the repairs to finish with 0 enemies inc.
I'm out of ideas and this seems to be isolated, since I haven't seen anyone else post about this.

Managed to resolve this one. After wandering around my bugged map for another 10ish minutes, I reasoned maybe I was killing them too quickly. Sure enough, I sat around doing nothing until they all managed to cross the bridge. The hanging shuttle flew off, and Ashley finally finished the repairs.
