When Vasir grabs Mariana and threatens to shoot her, my Charm/Intimidate options are blank even though my Paragon is almost maxed out, did i had to do something before, or did i make a mistake?
Somebody please answer!

Sounds like the same thing with the Tali/Legion and Miranda/Jack conflict resolutions. If I understand things correctly (from reading guides elsewhere here and at the ME wiki) it's not about how full the respective morality bars are but how many morality points you've picked up along the way as a ratio to how many were available to you. So for example, if you did a side quest which had a heap of points from conversations and interrupts but for role play reasons you chose to ignore most of them then your points earned:points that you could have earned ratio falls even though what's shown on your morality bars does not.
And of course all these Charm/Intimidate options are made available to you or not depending on whether the ratio is high enough, which means it's possible to have earned enough points to fill the bar but also have passed up enough to fail to meet the ratio needed in some of these situations. Which in turn means you don't get points for using the Charm/Intimidate option because you couldn't, which means your ratio falls even further making it more likely it'll happen again and again. Annoying, since it makes monitoring the morality bars a bit of a waste of time. It'd have been more useful if they ran from zero to 1 and showed the ratio since that's what's actually relevant. I don't know if there's a way of finding out that info in game.
