It takes the risk out of aggressive vanguard play. The damage reduction is misleading also. The 40% damage reduction is equal to the rank 4 damage boost. So the mini-nova with rank 4 damage does the same damage as a Nova Spec'ed for rank 4 radius and Rank 5 recharge bonus. But you can do two of them and after the first you still have half your barrier left. There is literally no down side to half blast.

Thank you, but why do you say there is no down side? Does it not actually reduce the damage? Or do you mean the damage is only reduced if you use a second Nova? I am kind of confused. I want to take the area evolution so I already will be giving up plus 30% damage. I think I will take the plus 100 damage to barrier and shields if I even max it. So, could you or someone explain to me what you mean?

Shepards half blast calculates a bit differently than the Mutiplayer Version.
Half Blast in Single Player has a penalty that is calculated before certain bonuses. For instance, if you took the power damage bonus research from Liara's Terminal, or are wearing equipment like the Archon Visor, those are figured last, after the penalty - this results in Half-Novas that are totaling out still fairly powerful.
Overall, it's still reduced damage from what it could be if you just upgraded full damage spec - however is highly negligable given the safety, invincibility frames, and the fact that if you get two uninterrupted novas without taking damage between, you get a 20% damage boost before extra bonus calculations.
Tie that in to the fact that Shepard does not get the Half-blast delay the Multiplayer version does, and honestly, it's just beastly powerful.
