It becomes clear that yes, after Cerberus raided the place that the CDF was needed and became a War Asset you could build on. It also became clear that you would be going to the Citadel in part of the final epic, climatic, battle. So bearing those two things in mind. The Citadel Defense Force apparently did jack squat to defend the place when TIM and Cerberus/Reapers transported it over Earth.
Which means any side quests you did to assist the CDF amounted to nothing. I was expecting to be pitched into a headlong battle in the Citadel and aiding the CDF which in whose battle state would depend on whether you did the side quests or not. My Shepard would get patched up and the fight would continue to get to TIM and take back control of the Citadel.
But that was not to be and we get a hallway of death and a slow walk.
What was the purpose of the Citadel Defense Force?

Yeah, I figured there would've been some kind of incident after Cerberus involving a battle at the Citadel. I wasn't expecting it to be transported to Earth, but I think that there would've been no way that, if you had done at least most of the side quests there should've still been some fighting going on (then again, you end up in area that appears to have been completely off limits to organics), so it's possible that at the time there was still fighting going on).
Besides, I think that the CDF were units aboard ships available to them and were sent to be part of the fleet.
