Considering that it's a plot point that goes nowhere and has no effect on the plot in any shape or form?

Really, I have no idea. I love Kaidan but he doesn't do much with it. I haven't played with Ash but I assume the same. Though it might have been nice if they spent their own credits on spectre gear :|

No clue. They didn't really do much with their status. Maybe because they worked with Shepard?

They get a scene where they are bodyguarding the council, that's about it. Guess it goes further than poor Vega's N7 decision though so bully for Kaiden/Ashley?

I think Uldina was trying to "bribe" the VS with spectre status, in a way. "If I promoted him, s/he'd trust me." That's really the only excuse I can come up with.

Udina was trying to build trust with the VS so that he could manipulate them during the Coup.

As far as I can tell, it was Udina just trying to have his own puppet for when the rest of the council died. Shepard obviously wouldn't go along, and in the face of the current crisis, the VS is the most likely human that would receive approval. It would probably look suspicious if Udina started appointing his own Spectres after the rest of the Council died.

The virmire survivor is made a spectre for the sole reason of protecting Donnel Udina. If the President came to down to your house & said, here is the highiest title in the land & all the perks, are you likely to turn him down and or refuse to help him out later ? In hindsight it makes sense, but this game (ME3) is chock full of bad writing & editing it's not suprising that scene isn't clear.

Its partially to make humanity feel better, partially so Udina has a pet Spectre he can manipulate. Only a human would work for him, and Shep isn't that easily controlled. Besides, Kaidan/Ash can handle it.
And he would've gotten away with it too, if it wasn't for those meddling heroes and their little AI too.
Oh, and its possible to fail in convincing the VS, in which case you kill them.
