Can't host created games on FIOS!

Me and my brother (who also uses fios) can't host games when we try
creating a game online. We can join others, but it's problematic because
it's nearly impossible to play with eah other because of this. We can
invite one another to each other's public created games, but no one else
can join, and it's suicide only playing with 2 people. This only seems
to happen on FIOS, since my other friend who has cable invited me and
hosted games just fine with other public people joining.

I managed to get my NAT type to open, and I enabled port forwarding (TCP/UDP) for 3074, 1863, 88, 80, 53, 5659, 6000. UPnP is also enabled.
 
I am on a wired connection and I gave my Xbox 360 a static IP as well so port forwarding should stay the same for that IP.

Using an Actiontec MI424 Rev. F Router.

I've also noticed that I've sometimes become the leader (and the host?) in
games that I've joined via quick match for a few matches after the
current leader leaves, yet I can't host my own game when I create. (This was back when I still had a moderate NAT type.)

Anyone else having this problem or know how to make it work? [smilie]../../../images/forum/emoticons/pinched.png[/smilie]

I have Verizon Fios and I can host games. I know that doesn't help much, but I thought I'd mention so you don't think all FIOS connections can't host games.

Edit: I may have spoken too soon. I have not since been able to attract others to join after minutes of waiting. How long does it usually take to fill a created game up?

*Update*

After restarting my xbox after doing what I did above, I managed to have people join my game! Finally! Hopefully this will help someone else with the same problems I was having. Guess I just had to restart the console...
