Just confirming that rewriting the heratics is no problem.
I don't know which of the following mattered and which didn't, but here's the "checklist" I used, and got them both as allies on the first try:
1. Didn't even go near the Quarians until I had a full reputation bar that was so white, I could have used it for a nightlight.
2. Talked to Tali on the Normandy, both in the "war room" and privately in the captain's cabin. (Not my LI). Reassured her she was a worthy leader in her own right and told her to stop thinking of herself as a "junior" or "honorary" admiral.
3. Saved Adm. Koriss. The "suit-wetting Geth apologist," as he was characterized in ME2, proved himself once the shooting started. He clearly could speak with more authority to the other admirals now that he was a bleeding hero. And he was a guaranateed vote for peace.
4. Sided with Admiral Raan(sp?) in the war room in a dispute she had with Admiral Xen and another with Garrel (sp?) about whether the Battle Fleet should pull back. (NOT the earlier argument about complete withdrawl.)
Raan's clearly the swing vote on the Admiralty board. She ALWAYS goes in the direction of the prevailing wind. Did in ME2 and does it here. Garrel's got the war bit between his teeth and Xen doesn't see the Geth as equals you can negotiate with. Koriss is the only solid "peace" vote and Tali clearly puts her faith in Shep. Tali has her misgivings about the Geth but if Shep wants peace and believes it will work, Tali will vote for it. Therefore, Raan is the key vote.
On a related note: After the "Tron" mission (Entering the geth conciousness) and looking at all the cutscenes to get the other side of the history of the Geth/Quarian conflict, Shep talked to Raan again in the War Room on the Normady about those scenes. Raan replied that the Quarians had clearly chosen to be selective in recording their history.
5. Shep even told Adm. Garrell he did the right thing firing on the dreadnought. No need to antagonize the old guy until the final vote..
