Since the codex explains that there are many relays that were never opened or activated for fear of encountering another invasive species like the arachni, would all of those unused relays be affected from the surge of power transferring around the network?
If not, therein lies the key to reconnecting the network.
I wonder if it's possible to board a relay, those things are so huge and must have something like the Keepers to maintain them.
Would the inactive relays also get overloaded?

Just another plot hole that is never addressed proving once more that the endings were not well thought out.

Yeah, I posted this on GameFAQs asking the same thing and the only response I've gotten is a couple of people saying I'm probably the only person to think of that.
It could become an interesting segue to create a new Mass Effect saga or continue with an ME 4: putting together a team of humanity's remaining best and brightest to create a residual radiation detector to pick up on a relays massive eezo cores from great distance and use what remaining FTL ship/s to go and board a relay, eventually activating it and finally passing through. End of first game.
