So, I've found myself falling in love with the M-13 Raptor. When upgraded to the Raptor V, it is so light even without the ultralight mod that I get a +184 bonus to my power cooldowns when I have an SMG equipped.
I personally ran with a Widow Infiltrator in ME2, but with the massive weight of the Widow in ME3, I have fallen away from the "one shot, one kill" mentality. The raptor has a harder time with heavier foes than the Widow does, but I find myself mopping up the lesser enemies so much faster than with the Window it isn't even funny.
Thoughts?

I am so happy i saw this thread when i did,
I thought the raptor was an assault rifle so wasn't going to buy it.
I have ended up with the same armour strategy. which smg do you use? I settled on the tempest (have hornet and shrukien have not found locust yet)
2 guns. 184-190% cooldown. concentration mode so I can pop of mulitple head shots in one slow down

I went with the Valiant since it's the most balanced SR in the game until I got the Javelin which nuked my recharge times but it was worth it for the sheer amount of damage it could cause/aim through both smoke and walls.

i switched my secondary weapon for the disipline or however you spell it. the asari shotgun...its much lighter in weight then other shotguns.
Raptor plus asari shotgun = +126% cooldown.
thats not too bad
viper plus asari shotgun = +144%
i'm just useless with sub machine guns and heavy melee's get me hurt

The Valiant is what I rocked with my Adept LOL. +184% cooldown with it and a SMG, and still biotic combos like crazy.

After finishing the game on hardcore and getting through most of it on insanity, I've settled on gearing myself with all headshot damage armor, the Raptor with the improved scope, and a second mod that changes frequently based on the mission. The SMG I use is the Locust. It's a heavier SMG, but with the higher level lightweight material mods (past level VI, New Game+), I can bring the power CD back down to 200%. The second mod for the SMG is the zoom scope.
Unlike most other single shot sniper rifles which force me to whip them out only when I absolutely need to make quick kills, the Raptor allows me to kill quickly, efficiently, and decisively with needing to worry so much about ammo most of the time.
I use the improved scope on the Raptor because the Cerberus troops love those smoke bombs, and with the scope, it actually works to my advantage. They'll still shoot back on anything higher than normal, but still not as frequently as when there's no smoke at all.
Ironically, I never had any trouble with cloaked enemies. They're really easy for me to see for some reason, so the scope actually doesn't help there.
The second mod on the Raptor is either the Penetration Mod, which I use on missions with Atlases or other heavy gear, or the extended barrel. The extra damage from the barrel helps when I know there'll be a lot of opportunity for head shots. The Raptor is an AMAZING rifle if you can get headshots reliably. I'll also sub the second mod out for the thermal clip ammo capacity if I know I'll be going long periods between thermal clips in an area. Banshee encounters are a good example of this.
The Locust is a great SMG. Accurate, powerful, and a great shield buster. There really isn't much else to say about it since the fast action of the Raptor makes it my go to weapon.
The only real drawback to my whole set up is that I'm weaker in close-up encounters. But as an Infiltrator with a "get away free" button, it's not much of a problem. The only things that give me issues are Brutes and Banshees. But come on... who has an easy time with Banshees on Insanity?
I know I'm gushing, but I just really love the Raptor. Which is so strange considering I was EXCLUSIVELY a Widow Infiltrator back in ME2... But the combat in ME3 is so much more brutal that I have a lot of difficulty letting that much time pass with all the reloading.
I guess the best way to sum all this up is to put it in the words of Kal'Reegar, "Kill it with bee stings!"
A typical battle for me goes like this:
Get Liara's Stasis on the higher rank of the group, cloak, pop up with a scoped Locust, rapidly score several headshots on multiple troopers to wipe their shields with Disruptor Ammo, switch to the Raptor or reload, cloak, freeze them with Cryo Ammo or Kaidan's Cryo Blast, and Incinerate tech burst. Suddenly you've taken out the whole room of the lesser grunts in two quick bursts barely long enough for the enemy to take down your shields.

Just to let you know, the M-13 Raptor is found on Sur'Kesh, pretty early in the mission. If you buy a weapon from the Spectre Requisitions, it means you've already missed it on it's given mission.

i am about to start the priority: quarian visit/mission. completed everything before it. Should I have obtained the locust yet? Don;t tell me where i get it (if its further ahead) too scared to search it due to spoilers

The Locust and the coveted Saber AR are in the same building towards the end of the game. It'll be hard to miss the Locust, but the Saber, a very powerful rifle, is easily missed. Hint, it's a 2 step process with a button override.
