 If I fly by the planet, I can't scan it. 

I've already scanned it before... but that was because it was before I had a mission there.

Can't even begin the damn mission, way to go

Go back to the Elcor diplomat and talk to him after completing another assignment. You will be able to turn the quest in.

ive hit at least 2-3 bugs on the citadel missions. usually leaving and re-docking citadel can fix them.

African child soldiers can do a better job than Bioware's QA department, fire them and hire the children

This was my problem. Finding the stupid planet.

It's in the Silean Nebula relay. Then you have to go to the system starting with P (Phontes?).

I scanned the planet, picked up the guys, and then got the quest assigned to me. I couldn't turn it in until I left and redocked to the citadel. Still, I don't think it actually added anything to my WAs.

I was never able to go there either... but over time you can just keep talking to the Elcor and it'll be done for you.

I talked to the Elcor again near the endgame... from there it checked off the quest without ever having to go to that planet.

the problem is that there are two quests on that planet, one to pick up some random thing for an elcor outside of purgatory and one to pick up the elcor for the ambassador. basically you get both done at the same time.

just had this problem, i must have scanned the planet earlier and not talk to the Elcor ambassador. I talked to him just now, then went to do the mission but could not scan so i went back to talk to the Elcor and i got the quest done....not really worth it anyways.

I had this problem with my first play through, so I purposely held off the first Dekkuna mission until I had the second one this time. On scanning the planet with both quests active, it STILL only acknowledges my picking up the item for the elcor at Purgatory.
