This, which makes NO sense since they actively had to make a new model for her to look different when it would have been SO easy to just throw Miranda's face onto her.

Ashley's sister is the red-haired girl mourning in front of the photo wall in Dock D-24. Once the cutscene plays that girl will stay there... forever.

Miranda sister looks nothing like either. Usually family carries some sort of resemblance to each other. But they probably didn't want to bother making them look somewhat alike.

Yeah, I also thought about how different Ashley's sister looked from her. Not to mention the fact that she was mute the entire scene and didn't even acknowledge Ashley talking to her.

Keep in mind that both Miranda and Oriana are not NATURAL sisters, their genetically modified experiment created with the same DNA strands mixed different. I believe they only share the same father and not the same mother, ergo the differences. They're both share similar personalities, if you recall the email Oriana sends Shepard after Miranda's loyalty mission ousting Miranda for reading Shepard's personal things. (During ME2)

If you go to the dock area where the refugees are, it's the area to the left past the security scans. You'll see a wall with posters of people and a girl with red hair. If you didn't miss it already, Ashley should be standing in this area.

True. Even though Oriana is a teenager and Miranda is in her 30s they still should look alike. The resemblance is sort of there, but not enough if she was genetically the same.
