Can you have the fling with Diana Allers without it affecting your other relationships? As in, is it like Kelly Chambers from ME2 in that it doesn't count as an actual relationship?

No you can't. Liara found out and got shirty with me. Kelly on the other hand still doesn't count in 3 even if you put a photo of her on your desk.

How about Ashley? Can Shep have a fling with Allers and get away with it? If it's verified that Liara finds out, I may just have to reload and skip it. It would be pretty sad to give up Ash over such a cardboard, tacked on character.

I haven't successfully pulled off the Allers fling. I got one flirting opportunity where she says that's all she needs "tonight" and there was no followup ever.

I got the first flirting option after the Citadel but then the next time in my cabin there is was no romance option after the interview. I had rekindled my romance with Ash earlier on the Citadel but I thought you could still romance Diana (like Kelly) too so I'm guessing romancing Ash prevents the Allers romance from happening.

I rekindled my romance with Liara, and she noticed that i slept with Diana ("I know about you and that Allers woman!") but I was still able to complete the Liara romance later in the game. For what it's worth.
