Can't seem to understand this part of the ending.

From what I understand, The Illusive Man had become capable of inflicting his own brand of indoctrination. He had both Shepard and Anderson under control, which is why they couldn't move. Just before Shepard shoots Anderson, there's a biotic-like glow around TIM's hand; which to me, meant he was telling Shepard to kill Anderson. This is why Shepard and Anderson finally move after TIM's suicide.

The Illusive Man was controlling him, hinted by his dialogue and the wavy strands at the edges of the screen.
