Did this become apparent after the completion of the From Ashes DLC? If so, it seems like it only happens in a certain room, if you know what I'm saying. (Trying not to spoil anything)
Yes!

Most likely some particular effect applied to hairs is superimposed on the light/fog of the surrounding ambient and looks like it cuts right through it or become transparent.

I downloaded and installed the latest AMD Catalyst (which is the 12.2, not 12.3 as mentioned in that topic), but there is no option labeled like that. There is also no ingame-option or launcher-option for ME3 for this kind of feature.
So he left me a bit clueless on how he fixed it. My best guess is that he used some kind of extra tool (like the Nvidia Inspector, just for AMD cards) and applied said feature, then saw the transparent hair. And by disabling it he got back to normal. But it is unclear whether this is just working in the open, for normale light sources behind Shep, or also in the "special Normady room" with lots of fog. I don't think he has access to this room. ^^
Either way, if none of you have a clue about this "subsurface optimization" I guess I'll register there and contact this guy. Tomorrow. After some sleep
/edit: Ha, sent him the message a minute ago. Who needs sleep anyway...*dozes off*

I have this issue too. When talking to the prothean it looks really weird. It happens pretty much everywhere where's some kind of fog behind the character. I do have forced AA on so that might be causing it.
One example.
I'm pretty sure forced AA is not causing it, cause I have the exact same issue and I don't have any AA.

I have ingame AA (not through driver) and it still happens. BTW I've seen it in another fog-situation an hour ago, so the new driver did not fix it, not in the special room and not everywhere else.
Well...as I said before, ME always had its glitches. It's almost funny that everytime it was somehow tied to hair though.
In ME1 my FemShep had flickering textures where her hair parts on top of her head (this also applied to armor and weapon details on some planets, most notable on Ferros, resulting in constant texture- and mesh-flickering).
In ME2 this problem was somewhat better for the hair, but in some extreme cases, for instance on Tuchanka, when Shepard jumps out of the shuttle, or on the Citadel, when talking to Anderson on the balkony, it happened again. I've also seen it in cutscenes and videoplayback when activating a console (Overlord DLC for instance) which lead me to believe this is simply a general engine glitch they were never able to sort out, not even for themselves when recoding cutscenes with the game engine.
And now in ME3 the whole flickering seems to be gone for good, but Bioware was able to introduce a new hair-problem.
Maybe it's a running gag?
To be honest though, this is something that simply does not bother me all that much. Yes it would be nice if it could be solved, and if not I will still enjoy the game. ^^

Good. So it's BioWare's issue and seems to happen for both AMD and NVIDIA users.
True. But "good"? Both the glitches in ME1 and ME2 never got fixed.
