Rep not changeing in NG+?

Since your conversation choices are determined by your total reputation, not your renegade or paragon levels like in ME2 and ME1.
ME1 worked solely off the charm/Intimidate stat, para/ren gave you extra points in those stats, plus other benefits.
ME2 was % based. current vs. total para/ren
ME3 according to guide
you need either a certain amount para, ren or reputation. or a certain amount of para or ren and reputation.

it should max out but i still havent been able to make tim die on the last paragon play thru for some reason by going full paragon on my ng transfered all my rep but and it still isnt enough to get him to die, i wonder if the rep is even being added or the rep is locked regardless of normal rep added

I've spoke with some other friends who are having the same problem, and we came to the conclusion that Rep Requirements probably change with the Difficulty you chose.
So if you start a NG+ for a Insanity run, you'll find that the requirements to make TIM shoots himself are higher, and you wouldn't be able with the same amount of Paragon Points you had in previous Vet or Normal runs.

yes but this was on normal..x 4 ng and never get the last opton at all and all my rep is transfered from the old game so i dont understand i should have had enough rep thru playing the game 4 ng rep from the last playthru to have tim die, but no way to get him unless i use the renegade interupt

Maybe the suicide itself it's considered some kind of reward from people coming from ME2 or from ME1, where Saren suicided himself in the same way.

True, the game doesn't register graphically the Paragon Points gained after that point. But you can still gain PP since they're actually a simple number like EMS, and that number is what the game consider when it's time to see how much points do you have. Hence, if you max out the bar on Rannoch but start doing only Renegade choices/dialogues after that you probably won't have enough Points to make TIM shoot himself.
