^^ The fact that you can see the mass relay explosions from outside the galaxy would seem to confirm this.

The destruction in ME3 seemed to be more a kind of 'turned off, then self destruct' rather then being destroyed while still having all that energy built up for the FTL launches.

the pulse released maynot have been a uncontrolled mass engine release, like in arrival. The relay in sol, as an example, it looks as though it released a pulse and then just fell apart. probably the pulse used up all the energy in the core.
