Encounters scale with the level of the character to some extent. I am wondering if same vendors also 'scale' - as in get new and/or better items as one progresses through the story or increases in level?

I have never had a vendor "restock" his inventory. Ever. I can clear a vendor out at the beginning of the game, and by the end of the game he's still out of stock. If vendors -do- restock their inventory; how long does it take?

They don't restock everything. Some restock certain items, mostly items for crafting. Also, the tier upgrade thing makes it worth going back for.

Tier upgrade is based off your level when you encounter the vendor. If you approach a vendor at level 5 you get tier 1-2 items. At level 25 you get tier 6-7 items.

Say you have a set of Heavy Chainmail Armor, (Iron Tier 1). You sell it all to the vendor. Save the game, reload the save, then find that the items have randomly scaled up to your level [in my case, I did this to get a full veredium set early on]. You only need to save the game once, then continously load it to get desired pieces. Note this works with uniques that have different tiers too, such as the Wardens Commander Armor from the DLC [which I still need to buy :P]. Also, merchants that sell better quality good tend to scale up better, the brother of that guy in Camp who forges the Starfang sword is the best example of this.
