Hello All,
I spoke to James Vega in the shuttle bay early in the game, and followed the paragon choices.
Even let him call me "Loco".
At one point, I saw the award for the Fortification power, but I reloaded because I forgot something else, and then re-played the Vega chat.... I did not receive the power, though.
Anyway to get it? What could I have done that stopped it from being awarded? James is calling me Loco planetside, so I know he is my pal...

This should be in the gameplay section probably, but you only need to unlock Fortification once. After that it will always be available to you in the med bay as an option to select as your bonus power.

Thanks Biotic... I posted here because I thought that it would be a spoiler to know how to get it. :-)
Anyway, I go to the medbay, and this power is not available. I am pretty sure that when I restored AFTER getting it that once, it was to a save where I had not yet spoken to James.
i.e., I don't have the power, and no further dialog is possible with James in the shuttle bay.
