Why not Black Widow? Pretty much the only reason not to use that over the other tactical snipers is if you really, really need the extra weight for something. It hits significantly harder than the other options and in practice it's more ammo efficient. It does reload slower than the Valiant, but effective DPS still seems higher for the Black Widow, and Valiant seems to run out of ammo quite a bit more (it fires faster, but doesn't carry enough more than the Black Widow to compensate for the damage loss).

Are you playing on normal difficulty?
You always need atleast 2 shots to down a protected enemy on Insanity. The M-98, Javelin, Mantis, Black Widow, Valiant, and Viper will all kill protected enemies in 2 hits. Against unprotected enemies, they all kill in 1-shot(without the need for weapon damage armor mods). Only the Incisor and Raptor are incapable of 1-shotting unprotected enemies on Insanity.
Think about that logically for a second. If you wanted a gun that could kill multiple enemies in a snap, which gun would be the top choice out of the above?

A fully upgraded Locust (with Weight mod) and a Valiant/Viper lets my Soldier run at 200% Cooldown. That is important in my book to have Adrenaline Rush up ASAP.

Not everyone has the collector's edition, or wants to mod their game. The Viper is the next best thing if you don't have the Valiant. Both are still miles above all the other sniper rifles when it comes to taking out multiple enemies in rapid succession.
