if you saved Kaidan, its for him. but apparently, you can only give it to him if you were paragon on Mars, in a second conversation. romance triggers in ME3 are just as bad as in ME1 apparently >_>

It will trigger romance dialogue. Don't worry, you will have the opportunity to call it off (*much* later) if you're planning on going with a different LI. I almost replayed 20 hours because I thought I had accidentally been ninjamanced and wouldn't get my Garrus, but it worked out.

according to a friend of mine, who played non import - didn't even have a chance to give it to him.  it adds to romance dialogie, but its not the trigger. the trigger is somewhere around Mars.  no idea exactly which option it is, other then - paragon one.
