Well, Jack would need to be loyal (179/TRUE), romanced (5208/TRUE), and not broken up with (3270/FALSE). If you are editing a ME3 save already in progress, these flags need to be activated before you see Jack on the Grissom Academy. I figured out how to get both bonuses from intel at the terminal in Liara's office.
1. Open save game editor and go to the "raw" tab.
2. Go to "Plot" > "Player Variables" > "Collection."
3. Since each intel has two upgrades, after you choose one in game, just add the entry for the other in the editor.
4. Each upgrade requires two entries.
e.g. Name: "PermanentPlayerGameEffect_Intel_BattleOfArcturus_WeaponDamage"
Value: 1
Name: "Intel_BattleOfArcturus_WeaponDamage"
Value: 1
Adding these two entries gives you weapon damage +5.
Name: "PermanentPlayerGameEffect_Intel_BattleOfArcturus_Shields"
Value: 1
Name: "Intel_BattleOfArcturus_Shields"
Value: 1
Adding these two gives you the shields +5 bonus.
I just figured this out so I used an end game save to get half the entries.

If anyone chose the other bonus for any of these, feel free to post the entries so we can have them all.
You can add the entries early to get the bonuses before you get the intel in game but I don't if that will mess anything up.

you add weapons in a different way. For example, SFXGameContent.SFXWeapon_Shotgun_Graal (and SFXGameContent.SFXWeapon_Shotgun_Graal.Flags) is the Graal, SFXGameContent.SFXWeapon_Pistol_Carnifex (and SFXGameContent.SFXWeapon_Pistol_Carnifex.Flags) is the Carnifex. and SFXGameContent.SFXWeapon_Shotgun_Geth (and SFXGameContent.SFXWeapon_Shotgun_Geth.Flags) is the Geth Shotgun.
I got these all from the Player Variables (Collection) part under Raw-->Plot in the ME3 editor.

Download, edit every variable you know of to match what you have and check for differences. It's an idea, though I'd never said its a great one.

There is(not with the savegame editor), but unfortunately with ME3 it also affects multiplayer which may potentially lead to your account getting locked.
^Yea, I tried yesterday to add new powers using save editor and it didn't work.

The only way to do it on Xbox is to raise the level of weapons past 10, but on PC you can edit the Coalesced.bin.c3pu2 wrote...

You can easily change the face at any time. Changing the "face code" does nothing, but there is another way.
1) Start a new game and create the face that you want. Save the game ASAP. Open the ME3 Gibbed tool and go to Player / Appearance / Head Morph. Save this file.
2) Still using the Gibbed tool, open up the save that has the face you want to change. Navigate back to Player / Appearance / Head Morph, and import the file that you saved in the last step. NOTE: You can also import a head morph from a PC save if you are using Xbox. That works too.
3) Save this file (I'd recommend renaming it just in case) and put it back onto the Xbox or PC. Open this save and the face should be the new face. I hope that was what you were looking for. : )
FYI, speaking of faces, a new Gibbed tool was released today (b_80). This now has an option to import a ME2 face into ME3. I haven't tried it yet, and can't verify that it works, but it is there...
