I've seen me3 female Shepards with it so it is possible somehow, can you do it with just gibbed like in me2 or do you need a coalesced mod?
The old way of replacing the hair mesh gets you the clipped invisible Shepard.

Not as far as I know. Sounds like a bummer, but kinda clueless on the PS3 myself. The creator has a twitter or something from a link on the OP of this thread, see if you can ask him with that or something.

It is bugged though. I support the officer that's standing every time because it's logical (let misdemeanors go in order to build up the defense against another coup...that's what I'd do) and it always comes back "C-Sec is cracking down on small crimes, hurting the defense initiative" or some such. And I always support the Cafe Owner as well. (Tell the C-Sec officer to go through the proper channels or some such). It might be fixed in 1.02 but it was definitely bugged as of last time I played 3 days ago.

went to the "Plot" tab in Gibbed's editor and changed the following
"Bool" values as listed below.
Ashley alive: 13827 = TRUE and 13828 = FALSE
Kaiden alive: 13827 = FALSE and 13828 = TRUE
