Ok, so fixed my save again... I think, lol
I took the advice and tried the Horizon program. It wasn't able to fix my save so I simply did what I did before...
I created a new game and as soon as I could save made a quick save and a manual save. I then pulled my new save and my old (broken) career/saves off using Horizon. I extracted a few of my current saves and then injected them into the new career. Sign/rehash and then loaded up my save from new career. I tried making about 20 more new saves with no issues so I think it's finally fixed.
Some side notes...
I found when I first tried to fix my current save that even Horizon couldn't add in too many more new saves or I'd get an error about invalid something or other, so it appears that Modio was certainly corrupting some part of the save... almost "locking" the save to its original size. This would have the eventual effect of letting you save less and less as your play saves get bigger... there'd be the chance that no new saves could be made, even over top of an old save.
I've also noticed that it appears sometime before TIM's base a save point must be made so that after you beat the game you are loaded up just before TIM's base. What I've found with my "grafted" saves is that since I've never gone through the process of beating TIM's base (because my career I've been trying to save is post TIM's play through 1) after the credits roll and I get the "thanks for playing" message, I get a dead black screen. The Xbox is not locked up since the dash board can still be loaded.
As a secondary problem that I feel is now solved, was that due to the previous Modio corruption I couldn't start my second play through because as the game would try to save it couldn't make any new saves (killing the new play through career save).... that combined with the black screen made for a lot of fun beating the game several times while I tried to sort this all out.
I'll try and test the TIM's base theory and see if I can track down where it saves that info. I have been able to start my second play through (by luck I now see) since I got that to work before fixing things with Horizon.
The last thing I'll add is that it was cloud saves that killed my saves, lol. The data was there, but corrupted and ME3 couldn't see my saves.... so I had to use Modio to "fix" them so I could play again... but now I've learned that Modio has some issues... at least with ME3 saves.
