Looks good. In my opinion Soldier is kind of a I don't want to say boring but standard class? Ammo Powers, Passives and AR. I probably would have nixed Distruptor Ammo in favor of Concussive Shot. Then spec that for 100% damage to frozen targets.

Max Fitness: (Durability / Shield Recharge / Fitness Expert)
Max Disruptor: (Damage / Headshot Damage / Damage)
Max Frag Grenade: (Damage / Capacity / Armour)
Max Incendiary: (Damage / Headshot Damage / Damage)
Max Combat Mastery:(Damage / Headshot Damage / Weight)
Bonus: Max Defense Matrix (Shield Bonus / Recharge / Durability)

Dropped a couple of points into Concussion Shot, Cryo and AR, but wasn't impressed with them.

Max AR: Damage / Duration / Shield
Max Combat Mastery: Damage / Headshot Damage / Damage
Max Warp Ammo: Damage
Max Disruptor Ammo: Damage
Max Incendiary Ammo: Damage

Dropped rest of my points into Frag Grenades and Concussive Shot.

Pretty standard stuff, I'm used to tackling everything myself. I tend to switch between Disrupter and Incendiary for Cerberus and Geth troops, and Warp's usually on all the time against Reaper forces. No problem here.

Why go with weight capacity if none of the powers you use have cooldowns?

If I were to bring the prothean particle beam and no other weapon,
high emphasis on incendiary ammo, disruptor ammo and adrenaline rush

Which build would be best?

Assuming Level 60...

Shock Trooper Build
Adrenaline Rush:  Hardening / Duration / Shield Boost
Concussive Shot:  Force & Damage (Only leveled to rank 4)
Frag Grenade:  Damage / Bleed Damage / Armor-Piercing
Cryo Ammo:  Squad Bonus / Headshots / Freeze Chance
Disruptor Ammo:  Damage / Ammo Capacity / Damage
Incendiary Ammo:  Damage / Ammo Capacity / Explosive Burst
Combat Mastery:  Influence & Duration / Squad Bonus / Weapon Master
Fitness:  Durability / Shield Recharge / Fitness Expert
Fortification (Bonus Power):  Durability / Recharge Speed / Power Recharge

Description: This durable build is good for using the Revenant, popping Adrenaline Rush, and getting up in the face of enemies. You want to minimize your CD with this build in order to maximize AR uptime, so only use one additional weapon. I like the Carnifex and Paladin, but the Viper is a lightweight sniper rifle that can work for long range engagements too. You could substitute Weapon Master for Weigh Capacity to get a lower AR CD, but Weapon Master is just too good to give up. Similarly, you could forsake Fortification's Power Recharge for more durability, but for me it shaves like a second off my AR CD, and the more you have AR up the more you're benefitting from the Hardening Bonus anyway.

Commando Build
Adrenaline Rush:  Damage / Duration / Power Use
Concussive Shot:  Force & Damage (Only leveled to rank 4)
Frag Grenade:  Damage / Bleed Damage / Armor-Piercing
Cryo Ammo:  Squad Bonus / Headshots / Freeze Chance
Disruptor Ammo:  Damage / Headshots / Damage
Incendiary Ammo:  Damage / Headshots / Damage
Combat Mastery:  Damage / Headshots / Weapon Master
Fitness:  Durability / Shield Recharge / Fitness Expert
Carnage (Bonus Power):  Damage / Incapacitate / Damage

Description: This lethal build is good for using a heavy hitting sniper rifle like the Widow/Black Widow. You can also set off Fire/Tech/Cryo explosions by using your ammo powers in conjunction with Carnage (Free with Adrenaline Rush evolution). Set an enemy on fire in a crowd, then when they have a few bars of health left, blow them up with Carnage. Another option would be to take Warp Ammo as your bonus power, ignore Incendiary Ammo, level up Concussive Shot with Amplification, and you can set off Biotic Explosions.

So far, I have:

Maxed Concussive shot with amplification.
Maxed Carnage to deal raw damage.
Two ranks into Disruptor
Maxed Incendiary with Explosive burst
One rank into Cyro.
One rank into AR.
Four ranks into Frag.
Maxed Combat with full Weight Capacity.
Two ranks into Fitness.

Using Prothean Particle Rifle as my sole weapon to have as low of a cool down as possible without sacrificing weapon power.

My aim is to play soldier a little differently from traditional running and gunning, and more of a caster setting up and detonating combos of all sorts. Will eventually use Liara's squad warp ammo for detonating biotic explosions.

At level 60 you can pretty much have everything but 1 thing maxed out. That one thing that isnt maxed out can go up to level 4. This build was the final result on my soldier.
biowarefans.com/mass-effect-3-power-calculator/

For weapons I used:

N7 Valkyrie X w/ Barrel & Ammo - Used Incendiary Ammo
N7 Valiant X w/ Concentration & Piercing - used Disruptor Ammo
N7 Hurricane X w/ ULM & Ammo - used Cryo Ammo

The N7 Valkyrie was my mid-short range weapon and allowed me to rip through targets relatively easily. The Incendiary ammo worked pretty well with the gun. This gun shoots 2 rounds per burst and each round has a 50% chance to cause the ignite effect so each burst was very likely to get at least 1 burst.

The N7 Valiant was my long range/cover eliminator weapon. The Concentration mod added a little bit of damage and allowed me to get time dilation regardless of AR or not and when combined with AR really slowed time down. Use of Disruptor ammo allowed the first round to completely eliminate the shields guaranteeing the last 2 rounds would only have to deal with health or armor. Disruptor also granted the bonus damage to health & piercing bonus to armor. This was also a light and quick reloading SR so it worked well.

The Hurricane was just a back up weapon that I hardly had to use. ULM allowed me to carry it w/ no real penalty to my CD time. Cryo ammo worked well with this gun too because it allowed every round to ignore part of the armor DR of targets and the gun was very likely to freeze targets.

I left defense matrix off and would only double tap activate/purge it to restore shields to full.

My soldier is pretty close to the commando build but instead of using one of the heavy sniper rifles, I use the M-13 Raptor with ultra lite SMG just in case I run out of ammo.  The Raptor and I believe the Indra are better suited to soldiers than infiltrators or any other class.  I don't have access to the Indra or otherwise I might be using that although I like the Raptor because it is semi-auto and fires as fast as I can push my mouse button.

The Kuwashi Visor, HK Chest and Legs, and Armax Arsenal shoulders and arms makes up some not only fashionable armor, but also functional with +35% damage and +30% headshot damage.

I love the raptor.

Basically in Mass Effect 2 I went for sniper training as an adept (in Mass Effect 2 it was the only way to combine powers with a scope). But I'm not a great sniper so I went for Viper for it's fast rate of fire.

In Mass Effect 3, the raptor is more like the ME 2 Viper than the ME 3 viper.
