So the title is fairly self explanitory. Whenever I pull up the power wheel in single player, the game moves at about 2 fps, to the point where I now will not use abilities I haven't hotkeyed because it is so irksome. Does anyone else have this issue or perhaps a solution?

I've got the exact same problem. I've tried decreasing my video settings to the point where I went from running at max resolution down to minimum resolution and still have the problem. Unfortunately its also made the last mission unplayable, which is needless to say, yes, irksome, as I'd like to finish this game. I'm going to try making sure my video drivers are up to date right now and hope that fixes it. I'll also try restarting before my next whack at the mission and hope for the best. I'd say try both these things and I wish you luck.

So no fix yet. I've found this only happens when you have squadmates. And the two give you more of a problem than one.
