So with destroying the mass relays since its reaper tech how could another mass effect actually occur?
How is it possible?

A prequel or a retcon of the ending is my guess. Neither one of them seems all that appealing though. With a prequel the game will feel pointless as we know that everything we do will make no difference. If they retcon the ending then I will be wondering why they didn't bother changing ME3s ending.

There could be no future mass effect unless somehow magically mass relays were rebuilt or reappeared

Keepers are still around, they were never ever truly explained. Might be what Bioware is using to bring mass relays back. Keepers now exactly how to fix a relay (citadel) so I imagine they know how to build them too.
