Because when I was upgrading my powers and then used some of them on the battlefield, it seemed my recharge tme was lengthened instead of reduced. Not only that but I can't carry as many weapons? So carrying more weapons also slows down recharge time. What's the recommended amount of weapons to carry?
I guess I'm not used to the skill trees

It really depends on your class. Vanguard then I would say two maybe 3 depending on what weapons you use. For example you could use The Mattock or Vindicator and still be able to carry a Shotgun and SMG but if you use Valkrie Assault Rifle you can probably only hold two weapons.
If your a soldier then power recharge time might not matter as much to you. Be aware if you upgrade you weapons it will lower the weight you can also mod them so they weigh less. Play around with different weapons and see what works for you. You could also try and spec your powers for increased regen and use Blood Dragon Armor which lowers regen. Getting intel from plants also gives you the option to regen your powers. Since I am Vanguard I am always looking for better regen but I must admit Valkrie Rifle is pretty sweet.

^ I like the valiant, but there was another Sniper rifle in Me2 that fired more shots, I wish I knew the name of it..but yeah I suppose I should try upgrading all my weapons and see where that takes me

Depends on your build. My vanguard carries 2 guns - the lightest shotgun and pistol because all I care about if recharge time. The shotgun cleans up any biotic charge leftovers and the pistols fills in if I have to fire at range.
If I was a class where the AR made sense that'd be the only thing I'd likely carry.
In the end it depends on your class, if you are a gun class take a mix. If you are power/tek class take fewer and lighter because recharge is king.

Assault Rifle. I am a Vanguard and I find Assault Rifles to be very uself. It allows you to attack from range and close combat. If you not really going to be firing from range that it might make sense to max your recharge time.
Just experiment with different guns and see if you feel like you need your powers to recharge faster.

@swagga like Bane if you want a Sniper Rifle with a high fire rate then try The Predator. I believe it in the mission where you find Grunt but I could be wrong.
