This is something that isn't railed against much here - and with good reason, there are bigger problems to be dealt with. But it helps support the idea that huge segments of the ending were added on by an inexperienced or unpracticed writer: the timing was awful.
Item 1: too many "Hold The Line" speeches. This war-movie trope is best used just before the thrilling climax - used properly it helps build tension and draws the audience in for one last whirlwind of spectacle. In ME3 it was used at least three times, and very little spectacle ever followed.
Item 2: too much drawn out dialogue. This is particularly apparent in the last conversation with Garus - it's a sweet moment, and almost everyone loves Garus. But the writers forgot that sometimes less is more. We didn't need five separate "see you on the other side" lines, traded back and forth. In this moment the characters should have carried the emotions - not their rambling dialogue.
Item 3: Due to poor scene and event construction, things become over and under emphasized. For example: the citadel is a nightmarish hellscape of death - but there was no reaction or repercussion. All those refugees and people? This is literally stumbled past, as the player is looking to push the button that will (supposedly) unleash the superweapon. The last heroic push of Shepard is then further stunted by stumbling into the Elusive Man, who brings with him a mountain of senseless and drama-killing dialogue.
I'm still holding out hope that either Bioware will fix this, or a bunch of dedicated modders will crack it open... Heck, there are some pretty good youtube re-edits that manage a decent ending.
