He's on the Citadel at one point ... you meet up with him during one of those little side "quests" and then he agrees to help you at the end like all the other ME2 suaddies.

He's hunting down Cerberus agents. Specifically a Volus ambassador accused of working with Cerberus.

You have to do a side-quest on the citadel embassies of Volus Ambassador - Din Korlack (ME1)
there you'll hear radio play of him being abducted and Zaeed comes in the story. Afterwards, you'll find Zaeed in the Refugee camp after talking to him you'll get Zaeed's War Asset

Zaeed died on me when I found him, probably due to me not doing those citadel missions in a timely matter.

His dialogue seems to be screwed up too. There's a bunch in the game files that I couldn't get to play once I found him in the camp.
