I'm curious, am I not supposed to be able to interract with Garrus? O.o; I've done several priority missions now, and I still cant talk to him there after the initial one time. I cant even like talk to him and get him to give off a generic response.
So far I've just been shrugging it off as intentional, but i've noticed his name is lit up on the map when I open it as well.
Is this bugged? Intentional?
I'd love to get an answer on this, please no spoilers or anything though, just some knowledge about garrus on the citadel, like, "Yes that is normal " or something.

Happened in my gf's playthrough as well.
In my own, I could talk to him just fine and have some fun with him.
When she uses the elevator down to the holding area, you can see him and the interact icon for a brief moment after the level is loaded and then he just disappears.
The only thing I am aware I did differently than she is that I went to the Citadel immidiately after I received the mail and she did the entire Quarian/Geth plot line before going there.
Maybe Garrus is mad at Shepard for not coming immidiately
The marker on the map is still there, though.
We think it might be a bug, too!

So, my gf just informed me that Garrus is back!
To not spoil too much: There was an unusual cutscene, when she left for the Normandy, having to do with a few different choices from mine and we assume, that's why Garrus was blocked at the time and when she returned later, he was back
