DA servers down? DLC not on storage device?

I'm pretty sure I sold those to a merchant in game. I can't download them again since the download codes are one time only right? I definitely have an internet connection on the 360 right now since I'm logged into XBOX Live. What gives? Has this been seen before?

Unfortunately, if the DA servers are unavailable then you can't play until you can connect successfully. Once you can connect, re-downloading as described will ensure that you get the necessary rights so you won't be stuck the next time the DA servers are unavailable. The game will no longer need to talk to the DA servers to authorize your promo items so long as you download each item separately.

I would assume so, unless something has changed with the way DLC is authorized on the backend. To my knowledge there hasn't been a Xbox 360 patch for DA:O yet, so the behavior from the user side should be the same now as at launch.
It seems like this problem can be fixed in a few ways:
1. Break the promo item packs into their constituent parts, forcing each item to be downloaded separately so you get offline authorization for each. The dealbreaker here would be any limits Microsoft Live imposes on DLC size and quantity, since the two packs would explode into 20-some tiny downloads, I imagine.

2. Don't treat items from a promo pack as "Downloaded" just because the data is on the drive. Leave them as "Purchased" until the user clicks each item individually to get the authorization. Once they have the authorization, then check whether the data is already on the drive and doesn't actually need to be downloaded.

As it currently stands, downloading one item from a promo pack gives you offline authorization for that one item only, but downloads data for all items in that pack. This means that the content manager shows the additional items from the pack (to which the user is entitled) as "Downloaded" even though you don't have the offline authorization unless you downloaded them directly...which you can only do by deleting the pack and starting over. It's very clumsy and non-intuitive.

1. Set up user entitlements for a clean Xbox gamertag to give it access to all three unlockable items from Dragon Age: Journeys (belt, amulet, helmet). Make sure no DA:O DLC is on the Xbox drive.
2. Start up DA:O.
3. Go to Downloadable Content. All three items should be listed as "Purchased".
4. Select one of the items and download it. On completion, all three will show as "Downloaded".
5. Start a new game.
6. Save as soon as you have the option.
7. Exit the game and return to the dashboard.
8. Take the Xbox offline.
9. Start up DA:O.
10. Try to load the save from step 6. You should see an error message telling you that the two items you didn't click on directly in step 4 aren't available. You have the data but not the authorizations, and the game can't reach the DA servers to verify that you're allowed to have the data.

Not that I know of. You're stuck using those saves on your parents' Xbox since yours isn't authorized to have the item. Technically, those saves were created under a different account than the one attached to your Xbox.

Actually, I was logged in using my own gamertag on an MU. The problem is that BioWare never considered the possibility that people might play in different places, and let their marketing department dictate "exclusivity" for retailers -- which breaks the platform. If I had a way of spending a couple of dollars to get the item, then there wouldn't be a problem... they still reward preorders with "free" stuff, but don't break the game for people like me.
