What you should be asking yourself is why the hell these 1M1's are there in the first place.

Citadel was built by the Reapers, it is highly doubtful that they or the keepers have the need of any human or other races symbols all over the place.
Neither could they have been drawn by any of the galactic races, because this area of the Citadel is hidden and nobody knows about it.

But, of course, lazy devs could have just used recycled textures for all we know.

It has been stated several times that the races that comes and live in the Citadel, modify it a little visually and rework some of the most basic infrastructures overtime.

But again, check my quote up there about the human characters while the galaxy actually speaks "Galactic".

Also.. before I forget, since I have not seen anyone mentioning this before...

When you go up with the kid, and you have to walk to make your choices, if you turn back, and walk all the way until you hit the invisible wall, you will notice a really, really obvious and nasty "mirror effect" between the citadel constructions, which is usually due to lack of geometry in the world, proof that this scene has not been tested enough, and probably rushed.

The bigger message here is that many of us are willing to latch on to anything in order to foster some sort of hope that the endings aren't real. I know I am.

There's this guy Occam at the door. I think he's selling razors or something.

Remember, the Catalyst said that no organic had ever been there. So, uhh, how was that built? Did just the  reapers build it? Why did they build control panels? Also, why did they build it using numbers and structures based on human designs?

Oh, wait, none of it makes sense. Nevermind. Speculation resumes.

EDIT: If the catalyst is correct that not a single organic had ever been to that part of the citadel then it's not possible for any of the other races to have altered that section. It's essentially just as it was. So, all this area tells us is that the devs were in super asset reuse mode.

I have a quick theory on what 1M1 might mean if anything. I posted a more indepth analysis here: social.bioware.com/=http:/social.bioware.com/forum/1/topic/355/index/9727423/844 but here's the jist of it:

In scoring a film, 1M1 is the annotation used for the first piece of music played, usually the opening theme (1 = first reel M = music 1 = first cue. Google "1M1 cue" for more info). If this were its significance here, then it would make sense in a number of ways. It could signify that the story has come full circle, or that this is a new beginning. Otherwise it could signify that everything is backwards during the finale. That is to say you see 1M1, and you're listening to the end of -what I think is- a wonderful score.

Potentially a bit of an esoteric reference to be sure, but part of me wants to have faith that at least all the symbolism at the end isn't just random.

This is far too genius to be true.

This.

I highly doubt they had time/will/brains to put these cryptic messages all over the Citadel.

I know it has been mentioned that it could stand for 1 month and 1 day. If that is the case 1 month and 1 day would fall right in line with PAX. Thoughts?

Lots of speculation!

Or maybe bioware is just lazy and reused textures.

Sometimes the nail holding up the wall has no symbolism at all except that it is a convenient fastener to hold up walls.

1M1 does NOT equal 1*(M^(-1)).

1*(M^(-1)) = (1/M)

Interesting but i don't see how it would strenghten the quality of the narrative. If this was Bioware's intention did they mean to tell us that the message of Mass Effect is "Choices in a virtual world are all illusions" and go all "the stanley parable" on us? (a half-life 2 mod about the same thing).

1M1 != 1/M
