Quick question, What happens to the squad mates talents in NG+? are their talents reset, do they got to keep their loyalty power?

So without Lair of the shadow broker, you have to keep points floating from the beginning if you want to use their loyalty power? tough on some squaddies.

Yes, just float the points. There are few where you really get much bang for the buck with their bonus though.
