I can't seem to find a post that was asking about some of the herbs tha can be bought  unlimited,
but here goes:

Elfroot---Dalish camp - the smith elf
Deep Mushroom--Ruck's cave--Ruck if you didn't kill him that is..(figured this out during 2nd playthru)
Lyrium Dust-Circle Tower--Quartermaster
Flask and distillation agent -- Denerim Gnawed Tavern or Dwarf vendor at campsite.
Also can be found with other vendors at small quantities.
