on rank 4 do i take 30% force and damage or hitting up to 2 targets?

depends on your playing style. If you only charge lone targets pick the damage upgrade. If you charge into a group of people hitting additional targets might be useful.
I prefer the area effect, allows me to kill the 3 stunned targets or gives me a bit more time for my nova..
