Video speaks for itself 

Disc version
Relatively new PS3 system (320GB bought in August-September or so)
No other games have this problem (in short - It is NOT the hardware)

How can the game be allowed to release like this?  Can and more importantly, will it be fixed?

Weird, i played that same mission yesterday with no problems....... (PS3 180Gb)

Got the gunmetal grey MGS PS3. That particular mission played smooth as silk for me (for the most part, there was only the occasional hang-up).

I wonder what causes some people to get really poor framerates in certain missions, while other people get fine framerates? Could it be that, because the game is streaming from disc, some people's blu-ray laser eye might be in rougher shape than others?

I've never had this problem either. Framerate still needs to be fixed though.

As says in description, game ran fine until this mission. Only thing between running fine and going like this is that I played multiplayer to bump up my galactic readiness.

I didn't have the horrible frame rate on that mission but it did happen much, much later in the game on some mission. I just saved, turned off the PS3 and reloaded. I think that only happened twice the entire playthrough.

After some experimenting it seems totally related to the multiplayer.

You play even a round of multiplayer followed by campaign...and framerate problems.

Turning off console completely seems to fix the problem, totally playable afterwards.

So, stay away from multiplayer.

I've completed the game and never once experienced that bad of a framerate. I'm not saying the framerate is perfect and that a patch isn't needed; this game definitely needs a patch. I just find it weird that some are experiencing this while others aren't.

I've also played MP and never experienced this. I don't think MP is the cause.

In same session?  Without turning console off in between?  I tested it a bit, playing a couple rounds of multiplayer, or at least loading in/out of games a lot then returning to campaign without turning anything off shows.

Multiplayer is pretty awful performance wise, even the menus chug for 10-15 seconds when you first load into it, and every game load after that.

The more loading done in MP the worse campaign gets.

I always play two or three multiplayer games before going into SP, without turning off and it doesn't happen to me. I have a last years August-September 160 GB.

mp doesnt cause this the sp is streamed from the blu ray my friend which makes me think your blu ray drive may be getting ready to die it defintealy looks that way !

I haven't touched the multiplayer at all, and I've had issues almost as bad as what's in the vid, so would agree that multiplayer is not the cause. The cause is releasing a game before it was even close to ready. Bioware, fix this.
