I cant solve the Barla von side quest on the Citadel after
SPOILER
the citadel was attacked. He is just marked on the map but there is no person anymore. I collected what he wants but now he is not there. Does he come back? Is Bioware working on this?

Same problem here, I spent about ten minutes running around trying to find him.

I believe there is another volus NPC called 'irritated accountant' or 'angry banker' (to the left of Barla Von's kiosk) that you can use instead to complete the quest.
Also if you notice...SPOILER COMING
...there are bullet holes all behind the bank Barla Von was running...indirectly giving the hint that he was murdered during the attack at his very own kiosk.

No the angry banker is just one of the encounters that you can resolve. He got beef with his costumer.

I'm now back the next time at the Citadel and the Barla Von quest is grayed out. Guess its over.

Mine was greyed out also, but I did manage to find the team he was looking for, I just didn't get credit for it because I didn't get back to the citadel before the bullet holes appeared.
